Performance (40% of the final score) – let’s score this Cougar. Voltage regulation was 1.77% averaged in the hot box, but as this is only a very good result I need to dock a full point on that metric. Next, efficiency. We hit Gold at all times, so no deduction there. Ripple control? Nothing special but still excellent, so no deduction there. Finally, power on spike tests. Flawless on the 12V side of things, but there was one on the standby rail. So, half a point comes off there. That works out to a performance score of 8.5.

Functionality (20% of the final score) – in this category, I need to make a half point deduction for the doubled up ribbons on the PCIe and CPU cables. I rather dislike those. Other than that, I don’t see much to complain about on this puppy, do you? I suppose a case could be made for a second CPU cable given the number of slots that go unused on the modular panel, or the lack of a fanless mode, but I’m not sure I’m ready to require that yet at this level. So, we’ll stop now with a 9.5.

Value (20% of the final score) – these are $99.20 at Amazon right now, via Cougar USA. Add four dollars, and you get a Seasonic Focus Plus at NewEgg. Better performance, shallower housing, similar features, more goodies. But the brutality doesn’t end there, because NewEgg has strong competition from the likes of a Thermaltake RGB unit and the EVGA G3 for the same price. Heck, in the case of the latter you may even be dealing with the same factory as the Cougar. I can’t do better than 7.5 here.

Build Quality (20% of the final score) – I’m going to yank half a point for the Teapo capacitors and half a point for soldering, and that’ll be it for this area. This is a pretty good platform HEC has going on, here… I don’t think we’ve quite seen what it’s capable of. 9.

Cougar’s latest budget Gold unit turned out to be somewhat of a mixed bag. It comes with a promising new platform from HEC, but doesn’t quite bring the performance to a level that will compete with some super strong competition around the same price. It’s not a bad unit at all, just somewhat lost in the crowd. I’d like to see what this platform can do if HEC can really tweak the performance some more.
