Default Cheapest *quality* 350-450w PSU

I'm looking for something to use as a replacement PSU for lower end or older systems for my customers. I refuse to keep cheap, junky PSU's in stock and I have thrown out quite a few brand new ones that came in a case I was using for a build.

I was using the Silverstone ST350 for years but it has been discontinued. They were $35 each.

I'd like something with:

-Good OCP, OVP, etc
-Ball bearing fan(s)
-Quality caps and other parts
-Just a solid low end PSU that will last.

Any recommendations for something around that price range without mail-in-rebates? (I buy 5-10 at a time so that doesn't work for me.)

There's the Corsair CX430, and the Antec NeoEco 400W. Those are my go-to units for low-wattage PSUs.

Antec's Basic Power 350w
Doesn't have a ball bearing fan. But it's positioning really won't matter for that.
or

Seasonic SS-350ET
Costs more, uses better caps, and 12cm dual ball bearing fan.

I've heard mixed reviews for the 430CX. Neo Eco looks good. The SS-350ET looks perfect, although only newegg and one other store carry it in Canada. I hope it isn't soon discontinued as well? Maybe I should stock up.

Imho the CX430's biggest advantage is being cheap. Given the same price, I'd take a Neo Eco or Seasonic first. Antec earthwatts are always also a decent choice also.

Only problem with the CX430 is that it's really a 380W power supply. But it's a good 380W power supply. We're just all upset at Corsair for not rating it honestly.

NeoECO 400C is the Seasonic S12II Bronze platform. It's very nice.

CX430 is a 380w DSA build that will be 80% Efficient (80+ Standard) for the most part, on any modern system as they won't tax out to the 3.3v or 5v rails (which the extra capacity is demanded from.)

SS-350ET is a OEM unit. That's the only reason a lot of places do not carry it.

A certain group of people in our forum simply bash Corsair CX430 and recommend Antec BP430 (80Plus and non-80Plus version) over it. I think you guys have the same thought like me: these two power supplies are in some ways quite the same thing, a quality 380W power supply with a 430W sticker on it. Maybe BP430 is going to have a lower failure rate and CX430's going to have lower ripple.

Those ripple results are atrocious. Though there are doubts as for their validity, as EA380D green fares only a bit less horrendously.
