Unlikely. Having a -5V rail means it's an ancient design.

only has 18A on the 12v, sounds like a cheapie. Post what brand/model it is, even though it says it's a "450W" it may not actually be one and it could cause many many problems with your computer, especially trying to run a gts250.

The GTS 250 uses mostly 12V power. Your PSU only has 18A or 216W available for 12V.

The GTS 250 will use ~100W-110W from the 12V rail. Leaving you with ~100W for your CPU and drive motors. What is your GPU?

What brand is your PSU?
