Default Voltage CPU cooler(loud noise fan)

H guys just finished building amid range pc, but im having trouble.

My mobo is asus m5a99x r2.0

my CPU cooler is the thermaltake NiC C5, uses 3 pin connector but also has a fan controler -.- . i tried controlling it on bios, put them on silence, 300rpm, even disabled them still in 2000 rpm.

i even changed it to cpu opt still cant control the speed.

I havent tried lowering the power because im not sure how. please help. its really loud like a lawn mower.

If the fan has a wired controller, you should set it to full speed in the BIOS, and control it with the controller. The BIOS control will almost certainly depend on a 4 pin connection to change the speed of the fan via PWM. A 3 wire fan won't have that option.
