I think the idea is one gets to see it after recovery; but you are right, a UPS is better.

Monitor with an extern adapter with plugin battery option. Or an adapter with build in battery.

In the end the future of ATX will be decided mostly by Intel. Other companies have to either follow their standard or they will simply ignore it (modern VGA power draw clearly exceeds transient load characteristics defined by Intel). PSU vendors have little influence here and need to follow what the latest components require.

All the more reason to have a single voltage, so one can be sure all the power is available; also speaks against multi-rail.

I wouldn't be so sure. Intel is considering re-vamping ATX again because some PSU manufacturers are complaining that meeting the new requirements are "too hard".
