It doesn't seem like the FPG would have ripple that bad...

Those are isolated incidents. Not indicative of the actual product.

You always have to be careful with end user reviews. When a product works the way it should, especially a PSU which cannot be overclocked, benchmarked, etc., the end user rarely leaves a positive review. But as soon as there is anything negative to say, it doesn't take long for the customer to write a negative review.

Only in combination with a couple of graphics cards. Same goes with the shutdowns, that's also only with some types of graphics cards. But the shutdowns should be fixed in the newest revision of the Focus. The high ripple however isn't, but Seasonic has a workaround, a cable with capacitor on it for filtering.

According to a reviewer here, Focus Platinum produces excessive ripple if it's overloaded to a certain point. As far as I know, RX Vega and RTX2080Ti has the ability to overload a PSU because their peak power consumption is 2 times or higher than their rated board power.

Well the high ripple that I was talking about was certainly not with an overloaded power supply. It only occurrence with a couple of graphics cards, Asus GTX 970 Strix is an example.
