Default Importance of protections in high wattage PSU

For example, the seasonic focus+ 850W is $60 after rebate but doesn't have OCP on 12V rail. Would that be of almost no importance if I were to use it in a build that pulls significantly lower wattage when overclocked, for example a Ryzen 5 2600 + RTX 2070 build?

No. Because a slow short can cause a load that can exceed the capability of the PSU and not trip SCP.

Sorry for my ignorance, but what's a slow short?

a relatively high ohm short that causes a part to get hot but not not totally shorts to ground.
That can, for example pull 50A, wich is inside spec of an 850W unit.
You don't realize that until it burns.

That's why Multi Channel OCP is important...
