Default 80 plus certification levels

there are many, 80 plus, bronze , silver , gold, platinium, titanium. maybe we will have a new one tommorrow...anyhow, my question is, could a sliver rated psu that got great reviews, be better than poorly reviewed gold unit

80plus only measures efficiency, not the overall design / performance of the unit.

A clear example to your question is the Corsair HX750 (80+ Silver version) versus the FSP Aurum 700w. The later of which is a pretty poor unit.
