I got two old HEC units with the same fans here. They are both not that loud.
So there is hope in this case...

60cm of 18AWG w/ a 6pin PCIe connector is not that expensive to myself even as a consumer and not buying in bulk.

Implementing such a connector can be more expensive depending on the PCB design; though it's still not something I wish to see. When other 500w units with lower 12v capacity actually have two PCIe connectors.
