Default PS or Mobo?

System will not restart after a shutdown until Power is removed from system and all caps are dissipated. When Power is reapplied system immediately boots. My guess is Mobo, but I'd rather not tear this system down to find out. It's a custom job that's tough to get at. If anyone has seen this before I'd appreciate the help.

Specs:
Asrock 990FX extreme4
PC Power and Cooling Silent 750

Probably mobo. My wife's PC does the same thing. I just leave it running.

Three (most likely) probabilities...

1. Short inside the case.
2. PSU (open it and check the secondary caps).
3. The mobo itself (I had a mobo that did exactly that, but not only that, in the days of individual South Bridge and North Bridge chips, the peripherals stopped working properly.... I never understood what exactly was happening that made it boot up again after power was removed, but I know it was a defective South Bridge).

Thx, I'll run a secondary ground for GP. AFA your old SB issue I had the same thing with a Asrock sataII and I reflowed the SB and that did the trick. Hoping it's not the Mobo I've got Spare PS's around and I really don't want to spend the hours to disassemble this thing. Then wait for an RMA. ;P
