Default i5 2400 core speed 1596.1MHz in cpuz and BIOS?

hi all.
I recently put together a new gaming rig. I bought an i5 2400 3.1GHz, however, CPUZ and the BIOS report the core speed @1596.1MHz. is this b/c its idle, or is there something wrong? (no overclocking involved).

also the ram frequency is reported by cpuz @665.1MHz, shouldn't it be 1333MHz?

thanks

my specs:
asus p8h61-m pro
intel i5 2400
2x2GB 1333MHZ DDR3 Corsair
575W thermaltake toughpower
EVGA GTX460 1GB SC

Yes it's a power saving feature.. you can disable it in BIOS if it bothers you though..

If it were SDR RAM maybe!?.. but since it's DDR RAM, as in Double Data Rate, it's exactly as it should be, and it has been that way since late Cretacic..
