Default Dead PSU or something else?

I was gaming on my PC when the PC suddenly turned off by itself. I tried to turn it on again but it won't turn on, the PSU makes 2 clicks instead of the usual 1 click when the PC is turning on, also the power light and motherboard lights is turned on but the case fans is just barely moving before staying still, turning it off from the power button by pressing it for 4 seconds works just fine.

Quick inspection of the PC I found nothing weird from the smell and the looks

Any idea if it's the PSU or maybe something else? It's a Seasonic Prime Titanium 650W btw

Any way to see if any of the capacitors are physically distressed?

If you have a PSU tester that came with your PSU, you can test it yourself. Just make sure you have it set so the PSU's fan turns on with the PSU.

My full PC specs are:
Intel i7-6700
Corsair LPX 16GB DDR4
Asus H170 Pro Gaming
MSI GTX 1060 Gaming 6GB
Corsair Neutron GTX 120GB
WD Blue 1TB
Corsair 600Q

I've tried powering it using my backup PC's PSU (Seasonic Platinum 460W Fanless) and it booted up just fine, I'll RMA it when I got the time. What makes me confused is there's nothing weird about the faulty PSU, heck it's still smells brand new.

Two "click" hear like relay switch on off. I think have short circuit somewhere.
