Default Not enough power to OC?

I am trying to OC my gpu, a 6950 1gb

I have this PSU currently

I also have an i5 2500k @ 4.8ghz and 1.38v. I was running GPU-Z during some gaming today at stock speeds and noticed the VDDC current was around 60A +/- 3A.
The combined 12v rail on my psu is just under 60A, when i try to overclock past the limit set by CCC using sapphire trixx my system locks up and i get multi colored lines covering my screen.
I am going to be replacing the psu soon, because i have the intention to crossfire, but i wanted to get an opinion on if my current psu is limiting my gpu's oc ability.

Both the links are bad, but the first one is for an Antec Neo Power Blue 650w

That shouldn't be an issue on power; the problem you are experience is more common with VRAM issues from either bad RAM on the GPU or a bad overclock.

Perhaps they have set this for a reason?

Seriously, very high quality voltage regulation will allow you a very small increase in your ability to OC your VID card higher.

However, the return on invest is absurdly small. You are much better off spending your money on more or better graphics cards, rather than OC them beyond their limits.

It's quite doubtful that a better PSU will help. You're probably just running into the card's limit.
