Earlier I posted about a PSU that has only 7.5A on the 12V rail. But now I saw the sticker and it has both +12V:7.5A and +12Vcpu: 11.5A.. So which one is correct?

Both. They refer to different PSU rails which have different connectors assigned to them.
Is there no combined 12V rating below?
You can't add them together, the total amount should be given. But like I said before, you're worrying about nothing.

Now that you see the full specs of this PSU, What is the maximum wattage for graphics card you'd recommend? Assuming I pair it with a Core 2 Quad (95w), 4 sticks of DDR2, 1x4pin case fan, a SATA3 SSD and a 5.25 dvd drive? Because seeing that I may actually get a much better GPU

Well it needs to be low profile and it shouldn't have an external power connector. So I guess a GTX 750, GTX 750 Ti, GTX 1050 or GTX 1050 Ti low profile.
