Normally the fan blows on the top side of the circuit board and the air then makes its way out the side.
Are there any power supplies where the case also has vents below the circuit board? when using the circuit board as a heatsink for components. I imagine this would expose a lot of contacts to accidental 'prodding' and so might not be desirable. I have a supply with a mysterious copper monolith on the the top side and people here helped me understand that it might be to keep the circuit board cool in that region.
