where the PFC capacitor was rated for 570V (surge voltage) but replaced with a 450V unit on the grounds that only 360V is measured. I wonder if the 570V was for when the AC is heavily distorted (https://digilander.libero.it/hibone/...est_Report.pdf)

You mean bulk cap, not PFC cap. A PFC cap isn't going to be 100uF.
