If the choice is between RX 580 and GTX 1060, then the 1060 is the clear winner.
I can't say how a 3GB version would perform as most of the units out there are 6GB. So I would say stick with the "known" of the 6GB.

A GTX 1060 6GB is just a little bit slower then an RX 580 8GB, but the power consumption is a lot lower.
But both are old generation. You should look at the GTX 1650 Super and RX 5500 which have similar performance. For a lower price and with a lower power consumption.

As the others said, you're looking at old cards. The GTX 1650 Super is a better card (5-10% on average) in general. You can get a good Gigabyte model for only $160 on Newegg right now which is far cheaper than those other cards you listed.

Why not go used and get a RX580 Nitro?

The video card is competitive with the GTX 1060, but I think both are equal, somewhere there are disadvantages and pluses. I like the price of the Rx 580. I am waiting for a new graphics card from AMD which will be a new competition.
