Default Can the capacitance of an electrolytic increase before failure?

I have now seen cases of electrolytic capacitors near end of life that actually have significantly more than the nominal capacitance; 50% more and not just +/- 20%. Is this a plausible failure mode? whereby the dielectric oxide film is actually getting thinner and this explains the over capacitance.
