    How do places offer Windows 10 Pro for $10?

    True; it's either fake licenses, or unused licenses assigned to schools, workplaces, and similar outlets. Buying them from a place like this makes then not genuine and eligible for deactivation upon Microsoft's next wave of pruning illegal licenses, or whenever Microsoft feels like it.

    Some of the licenses also come from regions where the pricing reflects their market like many eastern European countries.

    I was very lucky to have five Windows 7 licences that updated free to Windows 10; now I am trying to help someone who has left it very late.

    You can still use your Windows 7 or 8 license code to install and activate Windows 10.

    I think if you try to install the latest ease of access package, Microsoft then suggests a Win 10 upgrade (because it works better in Win 10) and then offers the free upgrade because they don't want to piss off the handicap. At least that was true as of last month. Google it.

    In Germany the risk of using such keys is rather low. German high court decision allowed to buy and sell used software licenses. Man of those cheap Windows 10 keys come from old PCs using Windows 7 back in the day. They are "upgraded" to Windows 10 when the PCs were decommissioned and are now sold on various platforms. For German users it's perfectly legal to use such software. In other EU countries situation might be similar. If Microsoft decides to block the key (which they rarely do) you can get a new key from most of these vendors for free. Unfortunately there are also many shops selling stolen keys...
