If so then the new rules might be to ensure such devices never receive a negative voltage.
I don't know about that, but a long time ago someone advocated putting 12v together with -12v to get 24v. Never tried it, myself.
Edit: but occasionally fan-makers got 7v by combining 12v and 5v. That I did try. It worked.
