For the 12, 5, 3.3 volt lines, does anyone ever run between voltages? i.e.

12 - 3.3 = 8.7
5 - 3.3 = 1.7

If so then the new rules might be to ensure such devices never receive a negative voltage.

I don't know about that, but a long time ago someone advocated putting 12v together with -12v to get 24v. Never tried it, myself.

Edit: but occasionally fan-makers got 7v by combining 12v and 5v. That I did try. It worked.

Yeah. Typically only 0.6 or 0.8A. I wish they'd just get rid of it.
