    thanks again. i have not opened up the PSU yet.
    unfortunately, i don't have any spare PSU. since my budget is limited i will buy only the component to be replaced, i cannot buy all of them just for finding out which one is broken. i hope i can get the insight from you guys who are more experienced with hardware issues.

    i'm wondering, is the PSU voltage check using multimeter and PSU tester not enough to determine whether it is the PSU that's broken?

    Absolutely not, it could behave quite differently under load; even under load the meter will not see how much ripple there is. That is why it is good to look if the power supply capacitors are physically distressed.
