Default Seasonic Focus SGX 650W Review @ Tom's Hardware

    https://www.tomshardware.com/reviews...-psu,6045.html

Small and powerful, the Seasonic SSR-650SGX achieves good performance and backs it up with a long warranty and plenty of features.

"Seasonic has finally entered the small form factor PSU market with its new SGX line..."

Did it not already have an offering?

Yeah. Seasonic was one of the first and one of the biggest.

I think that meant to mean, "performance" small form factor? Pretty much everything they offered in the past was lack luster when compared to Corsair, beQuiet, SilverStone, etc.

I think it should pass the Transient Response test.
    0.95*3.3=3.135V
    3.136 its above that.

Fist SFX-L for Seasonic. They make some edits before the reviews go online.

Please check ATX spec 2.52 table 3-2: DC Output Voltage Regulation. It says 5% but it provides a bottom threshold as well.

It's probably because of 2 digits roundup not 3, we can see that the +5% in the 3.3V goes above 5%. but it's better not to interpret regulations, so it's better to go with the table like you did.
