In the end the future of ATX will be decided mostly by Intel. Other companies have to either follow their standard or they will simply ignore it (modern VGA power draw clearly exceeds transient load characteristics defined by Intel). PSU vendors have little influence here and need to follow what the latest components require.
All the more reason to have a single voltage, so one can be sure all the power is available; also speaks against multi-rail.
Is the hard part efficiency?
