You like experimenting; mount the fan on the OUTSIDE of the case, so the blades are not close to components; you may find the noise goes down.

The noise stays even when the fan is outside the enclosure.

No idea, as the PSU was somewhat cleaned (more dust around the connectors and fan frame than on the board itself But I'm pretty sure it was powering a mining rig for quite some time. Couldn't think of another reason to buy a 1300W PSU.
