I'ts just a old design wich was surpassed by more modern DC-DC ones in terms of performance.
Should be soon part of history toegether with all other group regulated units.
IMO should be banned from the market ALL PSU's wich doesn't meet all ATX spec parameters, but I'm affraid this would'n happen very soon, if it will happening someday. If so, there will remain just a few than a half of PSU's available at this moment worldwide.

That won't happen IMO. I believe 5 years from now the low end PSUs will still be group regulated. Unless the cost of DC-DC gets cheaper then I don't see how it's going to change.

Wasn't there something stated in the Intel Design Guide 1.4 that the voltages has to be regulated independently?

I didn't look but based on the way you phrased that question I'm gonna go on a hunch and say yes. But it's also clear that the Intel 1.4 design apparently does not need to be followed, legally.

Tom’s Hardware tier list --> okay

Tom's hardware tier list is about as useful as a screen door on a submarine . It's run by a bunch of fan boys who believe seasonic can do no wrong and anyone else can do no right.

Beginners are looking for all lists, suggestions, reviews. So Tom's one is one of the guide for a beginner. Beginner will not know if it is true or false list about PSUs, right?

Right. I just posted right now on the other thread:
I think there should be a list of dangerous PSUs that should to be avoided based on what we know so far and updated as new information appears adn to be accesible for those who really want to know if a PSU deserves the money or not, or if it's safe or not to use.
This should be useful for the begginers, since most of them doesn't know at the the end what is a SMPSU and what are the risks using low quality PSU's in PC's.

You know when I built my first PC with a case-included PSU I blame myself, I don't blame others. Stop pointing fingers at people and lists and blaming them. It's their own fault if they don't do their research.

I get that it times you pleasure to hate on tier lists in this more secluded website. Really it accomplished nothing.

Plus most tier lists do a good job of letting people now crappy PSUs exist.

But they also love to say how X isn't good or Y is better when in reality both units are just fine. I've seen lists where superflower OEMed units get knocked down tiers cause superflower is a "flakey" oem. Just like how most think that all Sirfa units = rubbish. Sure they generally aren't this amazing unit but they aren't going to fry components and explode.
