Default Can high end beefy PSU protect PC like UPS ?

Can high end, beefy, expensive PSU protect PC when electrical power cut occurs ?
Do I still need UPS, if I buy very good PSU, ?

You need a UPS. A power supply won't do anything for a blackout or surge.

Okay. I also want to ask exact opposite question.
If you have UPS, do you also need high end PSU ?

no, if you only care about protection during blackouts, but yes, if you care about the quality of the electricity that feeds your components during the normal operation of your pc. (efficiency, voltage regulation, accurate power_ok signal, ripple filtering, good transient behaviour etc )
