Why would you need to do this? Having an up-to-date operating system is critical, you don't want your computer turning into a botnet zombie...
Otherwise, Windows update service can be stopped, or to avoid having update packages being downloaded automatically, set your network connection as metered.
The only way to permanently stop updates is: Start -> type services.msc -> right-click n Windows Update -> set it to disabled. In Windows 10 Pro theoretically you can defer installing updates, but that doesn't work - Windows will install them anyway after some period of time, this option is useless.
As for the why would someone want to disable WU, I can think of three reasons:
1) WU can sometimes lead to abnormally high CPU and HDD load, even when it's not downloading/installing updates. But granted, disabling WU only fixes the symptoms and not the actual issue.
2) Very slow internet connection or a very low download quota
3) Some people may seem it as an inconvenience, and they might have had negative experiences with it in the past. This is something I can definitely relate to - when I had Windows 8.1 I actually _had_ to disable WU, because one of the critical updates caused the OS to stoop booting with a black screen. Reinstalled the OS a few times, and this update kept killing my OS. What's odd is that it seemed like an isolated case, I couldn't find any similar reports. And it wasn't the first time that WU messed something up.

Why would you want to disable windows update permanently?
Anyway, there are three methods you can use to achieve this.
1. Change the Setting of the Group Policy Editor.
2.Disable Windows Update Service.
3. Meter Your Network Connection, Although note that this method might not work for ethernet connections.

Win 10 will still re-enable the service for critical updates... there's no permanent way I know of to completely stop them. Every once in a while I had to go reinstalling video drivers on all my 10 based mining computers because of WU trying to force updates after the service was stopped while the machines were mining. Annoyed the hell out of me.
My main rig is still running 7 because of that and the fact that 10 didn't play nice with it in the first place.
the Problem isn't even with the Auto Updates.
The Problem is with auto rebooting.
And the big plattform updates...
You can't disable Windows 10 updates unless you have Windows 10 Enterprise.

One of the way to disable update permanently:
.Open the Run command (Win + R), in it type: gpedit.msc and press enter
.Navigate to: Computer Configuration -> Administrative Templates -> Windows Components -> Windows Update
.Open this and change the Configure Automatic Updates setting to ‘2 - Notify for download and notify for install’
.Open the Settings app (Win + I) and navigate to -> Update and Security -> Windows Updates. Click ‘Check for updates’ which applies the new configuration setting
.Restart
Not possible in my case with win10 pro, tried to disabled it on control panel and the services thing still progress the update.
As how to permanently disable Windows update in Windows 10,that can be done,personally,i can not stand it.
