Default Hybrid fanless mode PSU on top mounted PSU case

Currently I'm planning on building another PC using cheap case with top mounted PSU and hybrid fanless PSU (specifically Seasonic Prime Titanium 650W), is it safe to use the hybrid fanless mode of the PSU and relying on my case positive air pressure top push the hot air out?

I'm asking this because modern CPU and GPU is so efficient in terms of heat and power on low load it won't hurt using the hybrid fanless mode of the PSU despite being used in less than ideal scenario

I'm not sure I got you, BTW, since >6 years I run a fanless Seasonic in an Antec Solo, and work still flawlessly.

Generally it is bad idea to put Hybrid psu in top mounted case.
    if the fan is down:
when spin take air from the case and the air goes out, not recommended with hot case but generally o.k.
when the fan not working the heat goes up and stack in the pcb, not good.
    if the fan is up:
when spin, will have hard time to take air from the case (if any), not good.
when the fan not working, the heat will go above the pcb but without proper circulation, n.g.

Best bet is to cut a hole in the top of the case and flip PSU to have fan face upwards. Not only you take advantage of convection in fanless mode, you also have ambient, colder air as intake in active mode.
