PC PSU "repair" (it starts but shuts down after 1 sec)

Please remember that i am not an electrician and english is not my native language, so i apologise if i missunderstand you.

The Belkin was delivering voltages between ALL POINTS: (see photo)

L - N = ~230V
G -N = ~200V
as far as i know, thats not normal. The Belkin has a PCB inside with rezistors, capacitors, etc. When it damaged, it started to deliver ~200V directly into G line(protection line) But the apartment doesnt have a protection line, so those ~200V remained inside my PSU.
This thing was confirmed by an electrician. I wanted a confirmation of my story(you know, to be sure) so he told me that the Belkin damaged my PSU. He confirmed what i have assumed it happened.

Yeah well are you sure the ground was connected all right in the socket? If not, that's one of failure conditions with TN-C, you get phase voltage on the ground and also casing which is life hazardous.

i am not using the Belkin anymore, even if i modified it inside bypassing the pcb(damaged).
What were you saying about measuring -12V and GND ? Were you reffering to measure in diode mode, the BLUE wire( -12V) and GND(black wire) ?
my DigitalMM shows the value 001 between BLUE wire(pin14) and Black wire(pin15).
Is that what you meant? or i missunderstood?

Just measure resistant use ohm mode. If it have short-circuit. Lets replace the short componenst ( single diode rectifier maybe )

Blue(-12V) and Black(GND) = 2 ohm

Double check . change black and red wire from DMM and measure. If boths ways have same number. It short . replace the rectifier diode
Btw 2ohm is very small. Like a short-circuit

Thank you. I will double-check the resistance and i will also check the secondary stage for diodes.

The -12v rail is very small current so some time they use 7912 negative regular IC. Some time they use a small single schottky diode no need heatsink like another rails . in your psu I think they use a diode . It solder in DC ouput capacitor area. Lets find via circuit line is more quickly

FOUND IT !
there is one big diode, when i measure it it shows 001 in both ways
there are other 2 small diodes.(they show infinite one way and 526 the other way)

i will try to take a photo. The DIODE is hidden underneath the coil. I will try to desolder it, and measure out of the circuit. This sounds too easy, i am not that lucky. Once again thank you and i will post new data after i desolder the "bad" diode

The Diode is dead, indeed. It shows 001 in both ways.

CT 1191
SB 360

Sorry it took me so long to desolder it, my 100W desoldering gun wasnt so helpful.
I cant belive i missed this diode, it was hidden under two coils, and when i tested it first time, i thought i was getting a 001 reading because of the coils.

i wil try tomorrow to buy a new diode and give it a new try...
