Please remember that i am not an electrician and english is not my native language, so i apologise if i missunderstand you.
The Belkin was delivering voltages between ALL POINTS: (see photo)
L - N = ~230V
G -N = ~200V
as far as i know, thats not normal. The Belkin has a PCB inside with rezistors, capacitors, etc. When it damaged, it started to deliver ~200V directly into G line(protection line) But the apartment doesnt have a protection line, so those ~200V remained inside my PSU.
This thing was confirmed by an electrician. I wanted a confirmation of my story(you know, to be sure) so he told me that the Belkin damaged my PSU. He confirmed what i have assumed it happened.
