I'd prefer to see more testing of units in the $30-$40 price range honestly, that seems to be the price point the majority of people are looking for when buying a PSU; yeah, it may be stupid, but you can't always convince them to up the budget.
I wouldn't agree to that.
-Just like in the CPUs, GPUs, mobos etc, you get what you pay for,-performance wise or quality wise-, the same goes for the PSUs as well.
-Logically speaking, if even top-notch expensive units from the best companies have presented problems from time to time (hold-up time issues, transient test response failures, build quality issues, safety issues etc), then you can imagine what the problems could be for the lowest-budget units that are trying to save production cost from every area!!.
P.S.Personally i can't remember a 30-40$ unit that got a good score from a reviewer and i wouldn't even waste my time to deal with a 40$ PSU!! I'm unwilling to risk my PC's longevity to save few $.
