Except it's not about what you want to do, for some people it's about what they want to do, and for the majority of people that seems to be a budget-oriented unit. If they can't afford anything higher, then they should at least pick the best one in that price range, which can sometimes be difficult since the majority of units that get reviewed seem to be enthusiast-oriented.
They can always cut the cost from something else that it's not related with the PC's safety (*which is my 1st priority).
Personally, for example, i would rather buy a cheap GPU and play a game at low quality settings while my pc will be safe with a quality PSU,
rather than putting my money on a stronger GPU and risk the longevity of this GPU + the longevity of my entire system by putting a cheap PSU which might present tons of problems in long term.
