    Hm?!

It's new to me that they use Fcon, HEC, ChengX and the like capacitors in the CX550 series. They just use SamXon wich aren't that bad...

The whole capacitor thing is just overrated and very complicated too...
If you rate a capacitor on the worst conditions they can be used in (like small SFF Power supplys with those small 40mm fans), that isn't the best choice.
Even those last for a couple of years...

So there isn't really a problem anymore, those things are around for many many years now, the manufacturers should know what they are doing now...

Why would you listen to EVGA, they don't even know your PC specifications. How would it possible for them to give you any PSU advise at all?

    Nope...

I'm just going what it's listed for my GPU on their website. But this all confusing, it's making my head lol.

They are overinflating power consumption of components then or adding arbitrary margins "just to be safe". Not surprising, given they probably make more money from selling more powerful PSUs.

People have run such setups on lower powered units with no issues, and real measured power consumption numbers back that up.

Today it's the last day you can get the CX450M for $25,99 after rebate and promo code. Which is more then enough because your PC has a DC power consumption off ~225W without overclocking.
