That ArctiClean is pretty good stuff. I've never tried alcohol on thermal pads/grease/goo, but that stuff works great.

Will a cotton band aid along with ArtiClean be good to remove the old thermal grease.

Just follow the instructions that come with ArtiClean.

ArtiClean instructions do not have any suggestions on the material to use to wipe the old grease out while it is loose and soft after applying the chemicals.

Well, I don't know where you are looking then. Took me about 2 seconds to use Google to find the ArtiClean Instructions.

It is all good. The main thing is to use TIM and apply it properly. Using even basic silicon paste properly applied is MUCH better than no paste at all, or an improperly applied layer of paste.

If the few degrees of difference you get between basic silicon paste and the state-of-the-art TIM makes a difference in keeping the CPU from over-heating, you have other problems - like inadequate case cooling, a dirty interior, or failing fan.

I have another small removable heat sink on my system board as well as a GPU with heat sink on my graphic card. Should I apply thermal interface material on these places as well.
