Default Question on Power Measurements from Scope Vs Meter

Let's say a meter that updates 10 times a second is being used to measure power. Every 1/10 of a second when the number updates, is that number representative of the instantaneous power at that moment or the average power over the span of 0.1 seconds?

Same question applies to a scope. Let's say the oscilliscope updates like 1000 times a second. Is that power at a single point actually the instantaneous power at that point in time, or rather is it a generally good representation of instantaneous power while technically being average power over 0.001 seconds?
