From what I can tell H77 is the same as Z77 sans the overclocking features. So if Z77 supports staggered spin-up so should H77.

I figure 120w peak load from drives and CPU/mobo should stay under 80w. So that meets the 200watt peak of the pico but 200watt peak...

Not true. I had a Antec PSU with bad caps reboot my computer during power spikes. Which would then force me to have to power off the system or it would not boot properly.

And it was perfectly fine...
