Yup, it's pretty decent. It's based on Seasonic SS-650AT, which is also used in other PSUs like eg. Corsair TX650V2.

Which version is it, P1-650X-NLG9/H9 or SPS-650W-3XB / P1-650X-XXB9? Both are pretty good, the former is older though and generally not good value, unless bought cheaply.

Not necessarily, as the amount of heat that a PSU produces is dependent on its efficiency.

Anyway, BQ L8 seems like a decent choice. Even the 430W version will do.
