Yes, and anything over 250W needs to have Active PFC explicitly.
Mind you, that's 250W of actual continuous power, peak rating (< 1 minute) can be ten times as much for all EU regulations care.

And if you respect this rating, using a "230V only" PSU at up to half it's rated output power would be perfectly fine at 115V inputs (i.e. if you have a 500W 230V only, using it at up to 250W is fine...

It's something of a design flaw in PSH and PSHII units - the 5VSB cap is beeing cooked by the two heatsinks, the 5VSB rectifier and the transformer, all the while residing in the fan's airflow...

100 bucks says the 5VSB filter capacitor is gone (the one between primary and secondary heatsinks, next to the 5VSB transformer, 10V/2200uF SamXon GF).
