The plastic top is there mainly for protection, the exterior of a capacitor might carry potential and obviously in a bulk filtering capacitor with 400v that might be a bit dangerous!

Should be 5v but might be haywire.
Normally APFC is not running when the PSU is off so there are very few parts that could cause the noise actually.

Since you have an ESR meter test the primaries too, just be sure to discharge them obviously!
Primary failures are quite uncommon but that said I've still had quite a few failures in total numbers.
