Oddly there was only legancy USB storage but it was enabled anyway. The USB keyboard and mouse was not, I enabled them and it worked

I think you're right, plus no marketing graphics on the box which would explain why there was no photo available on newegg.

On Newegg there is a "PNY VCQP2200-SB VCX VCQP2200-SB QUADRO P2200 GCARD RET SCB SB Bare" bare at the end which is different then all the others from this line. Does this mean there is no cover?
