Did you get the Twinkle 65 or U65? I'm thinking the U65 since there's only one HP tip included. That one is very widely used. The "red" tip is the one missing from the U65 version of the Twinkle.

Even if significant changes are made, they pay a retest fee...

I've never seen a PSU that couldn't be opened up by just unscrewing a bunch of screws. Just some are trickier than others...
