Like most Xeon boards, they provide +12V to the CPU over multiple connectors. In this board's case: an EPS12V and an ATX12V.

You have to get a little crazy with your housing ID when leveraging Seasonic platforms. There are height restrictions with the bulk cap that can potentially hit the fan frame if a fan grill is used....

Weight isn't an indication of quality. Good engineers can produce a very efficient design with superior power density that can weigh half as much as a piece of shit PSU.
