This is nothing out of ordinary for software readings to be completely inaccurate. Just use a multimeter if you want to measure voltages.

Don't get the i5-4690k if you don't want to overclock the CPU, that's a waste of money. i5-4590 is much cheaper and roughly as fast.

Z97 Mate is OK, although at the moment this ASRock has better...

Only Core 650W and up are based on AT platform. Core 450/550W are based on ET platform, which is definitely lower tier compared to AT (group vreg, etc.)
