Why else would they suggest a 750W PSU for a 508W calculated load?

Get a decent 450W~550W PSU instead.

You say that the PSU turns on and immediately turns off. If you jumper the PSU, the fan will spin. If the fan doesn't stop spinning, the PSU hasn't shut off.

It's Thermaltake's cheapest, bottom of the line PSU. Why would you expect anything special?

And the equipment that's needed to do a PSU is not cheap or available anywhere. That's why there's so few websites that do proper PSU reviews.
