E4300 to be ran at possibly 3.6ghz @ 1.375v. 8800GTS @ 625/925. 2 7200RPM SATA HDDs. 1 CD/DVD Burner. 2Gbs ram(doubt that takes to much power).
How much power do you think I need to get that running? What PSU should I get? I don't want to spend 150$... I'd like to keep it under 100$ if possible. (this is new build)

silverstone ST50EF should be more than adequate. although you completely ignored my advice (and others') before and bought a Just-PC psu the last time.

Yes, I did and it works great. Unfortunately for me I took it apart and hurt the fan when I did so it started spinning extreme low RPMs. So I had to put my Silent wheel in it's place. Now it works silenter and cooler.

Ok.
The Silverstone 500W is a good choice.

Yes, I am probably going to go with that power supply. Does anyone know the level of noise it produces? Because this computer is one that I want to be very quiet.

it's quiet enough. you could also look at an Aerocool ZeroDBA or the Zalman passive psu.
if this is going to be a gaming machine (if it isn't then don't bother with an 8800GTS), I don't understand the need for it to be quiet. granted, you don't want it to sound like a jet taking off, but unless you're going to watercool you're going to have case fans, gpu fans, a cpu fan in addition to the PSU fan all generating some amount of noise.

Yeah, I realize that but I just would like it to be quiet whenever I am doing anything. I browse the internet A LOT and when it is quiet in a game, I do not like hearing my fans going WHOOOOOOOOSHHHHH or BZZZZZZZZZZZZZZ. I also hate it when I hear that electric sound coming from components or the power supply. So annoying. My TV does it all the time when it is off.

Silverstone Element Plus at SPCR (http://www.silentpcreview.com/article670-page1.html). ;)
Despite a few quibbles the Element Plus has proved itself a worthy product, with very strong fundamentals. It's well regulated, highly efficient, and didn't start to get noisy until 300W output.
