Hello!
Does anyone know what the gameXstream 700w sustained amp rating is on the 12v rail... I know 18 is the max

That is the sustained rating.
However, it is at 25 C input air temperature, which you most likely don't have in a PC needing a 700W PSU.

OCZ gamextreem is rated for 700w at around 40-50deg, as jonnyguru and xbitlabs testing have found. Though keep in mind Jonnyguru found it had too high ripple at high loads (> 500w), though xbitlabs didn't. The 12V rails are virtually split, so you can draw 18A all day long off any 12V rail, but the psu will shut down straight away if you draw 19A (could be more depending on what the OCP is set to), so the main thing is evenly spreading the load over the 12V rails. The more important figure is the sustained combined 12V rating, which is 680w or around 56A.
