Anyone ever seen TL brand capacitors? I can't recall that particular brand.

What makes you say that? Have you had problems with them?
I know about Capacitor.Web, but it doesn't tell me about TL's history. I'm more or less looking for someone's personal experience, or maybe someone has seen them in a particular brand PSU (problematic or not).
I'm asking because a Chinese friend of mine said he uses them because that's what the company has the Chinese military's business (because of low price? Good quality or little of both?) and suggested I have a look at them myself.
I couldn't find a website for them, but I should be getting a spec sheet on them tonight.

Capacitor web will put a little capacitor bulging at the top saying "good cap" if they are a known good manufacturer.
i.e http://capacitor.web.fc2.com/r.html#rubycon
Not to mention the fact that I couldn't find information or anything about a Next Wave Silent King, which is what those caps pictured are in, also concerns me.

Well... Paul reminded me that TL is what was in the Dynex he blew up. Although the fact that the PSU had TL is not the reason the PSU blew up, it sure isn't a good sign.
