What is the OEM of this psu?

I'm almost sure it can't do 400w, especially considering Ultra's history of shoddy PSUs and re-labeling PSUs, but I'm curious at the prospect of a 400w modular micro-atx PSU.

Here's a similar thread: http://www.jonnyguru.com/forums/showthread.php?t=5642&highlight=ultra+400w. Travis IDed it as a Shenzhen RSY, presumably some small Chinese manufacturer on the level of Wintech and Yuelin. It doesn't sound promising.
