It is a smartass way of saying they were given a unit for review...by making it sound like they are lucky to have received such a wonderful piece of equipment.

Looks like another generic review to me. They want more power supplies from PCP&C so they give an Editor's Choice award after doing tests that don't even stress a 700W PSU in the least.
I mean, their test system isn't even drawing 300W under load and they hook up a beast of a PSU to it? Come on. This review looks like it was set up in a way that the PCP&C would look good.

Not faulting the English. I'm a non-native speaker myself. :)

That sentance pretty much assumes that the unit is superb even before reviewing it. It pretty much sets the tone for the follow up tests. Not comforting if you are looking for an unbiased opinion.
