I need a recommendation for this setup. I am not sure as to what I should get... Modular is nice... And it being cheap + good is also nice. Also, I might get another 8800GTS for SLI

the Hiper 730w you have on your wish list is on the approved list.
"cheap" isn't something you should be looking for. if you're willing to dump upwards of $900 on video cards, you should be willing to spend the money to power them.

if you want my honest opinion, I'd say dump the water cooling and get a 700w Seasonic M12 (http://www.jonnyguru.com/review_details.php?id=13)
although I know you're hell bent on water cooling.

Well liquid cooling would be awesome... And quiet :D
But if I can get a NO LIGHTS AND PURE SILENCE setup w/ air cooling. Then I'd be okay. I just want it to be friggin' silent but good.

Yeah sure. Pure silence with 2 8800GTS in full-load and CPU overclocked to the limit. :lol:
I guess you are aware that one GTS is too much for an E6400, two are money wasted. :wall:
Why are you bother with 2 GTS in SLI and you don't go for one GTX?
Anyway back to topic, an Corsair HX 520 or Seasonic M-12 500 or Seasonic S-12 Energy Plus 550 should be plenty for one card. All of them are silent and very good PSU's.

Why is a 8800GTS to much for an E6400? What if the E6400 is at 8x400? Would it be 1:1 or so then?
Would my current PSU(28A on 12V) an ePower 500XP 500W PSU be able to do the job?

Get a Swiftech water kit with a GPU cooler. Yeah it's kind of expensive but the quiet it nets you is fantastic, the cooling is great as well.

The Hiper 730W is a modified server class Andyson with independent voltage regulation, all Teapo caps.

sigh, why do you insist on getting such a cheap, relatively low quality power supply to power the "uber" system you are planning to build?
you don't have to get an Enermax Galaxy or some other 1000 watt unit, but damn, be willing to spend some money and get QUALITY. Topower based e-powers aren't as good as they used to be, and the new zu series damn sure isn't worth having.

There's lots of good suggestions here and there's plenty of my reviews that should give you some ideas. You're not doing yourself any service pulling some off-brand PSU out of thin air because it's $50. I'll tell you if it sucks, but I'm not going to tell you what to buy.
