I could've sworn there was a bootable floppy image out there that had a mini-Linux on it and a partitioning tool that could add and remove NTFS and FAT partitions, as well as linux partitions.
Essentially, I'm trying to create an NTFS partition by booting from a floppy.

Something like this (http://linux.softpedia.com/get/System/System-Administration/Partition-Logic-1568.shtml)?

Perhaps.
I'll have to give it a shot.
Thanks!

If a Linux-based tool is not a requirement I'd go with BING :

Don't install it on the HDD when it asks and it'll start in the maintenance mode. You can create
or resize NTFS partitions as you wish but I believe it won't format them.
Great tool with lots of features , highly recommended.
